Old Embroidery Tool

I'm basically giving this away ( price is to cover postage) because I have no idea how it works, if it works or if it's complete!  The box says its a 'culture embroidery tool' and it's from Daimaru department store. It's about 14cm long.  I'm sure someone will know  what to do with it!
