Meiji Era Silk Flower Templates

When I first  got these I thought they were patterns for small flower shaped bags or possibly oshie applique,  but one of the packets has some small wires in it so now  I think they were to make actual silk flowers. There are 36 packets of cut out petal/leaf templates. Some of the labels are legible (some  I can't read) and include camellias, lilies, morning glory, daffodils etc. I'll include a translation for the ones I can read.   Some of the folded packets are old newspaper and one has a date on it of Meji 41  (1908) - which fits with the feel of the brush writing. Need a new project?!
